Arbiter Selek is the starter NPC for the line of quests that grant Deathtoll Access . As of GU 57, he is now on the lower southwest edge of the Halls of Fate island at ( 233, -847, 333 ) /waypoint 233, -847, 333 in The Bonemire . You must have completed To Speak as a Dragon , and, thus, be able to speak the Draconic , in order to interact with him.
