What does this information mean?
NOTE: You must have +10,000 (amiable) or higher standing with the
City of Qeynos
before Gil will offer you this quest. Once you qualify, he will no longer offer any of his other quests.

Talk to Darion at the Sovereign House in Qeynos Capital District at ( 583, -9, 182 ) /waypoint 582.81, -8.70, 182.34 to become a citizen of Qeynos. He presents several options for response, all of which speak of going to the Temple of Life. However, once you finish the conversation line, the Becoming a Citizen of Qeynos quest completes and it sends you along to The Fulfillment of Dreams quest.
