You must have completed the quests in The Great Divide to complete Nipik's work there before you can get this quest and I think you have to do all the non-repeatable quests here as well.

speak with High Shaman Lien at ( -1137, 531, 3304 ) /waypoint -1137, 531, 3304
Kill the following
- 6 molten spheres ( -643, -408, 3531 ) /waypoint -643, -408, 3531 in Flamespout Fields found around the small vulcans
- 6 rubble dervishes in Flamespout Fields found in the area between ( -381, -424, 3586 ) /waypoint -381, -424, 3586 and the Caverns of Living Stone Griffin Station
- 6 blizzard dervishes in Howling Pass found between the Ry'Gorr Keep Station and the Scar Bridge Station
Speak with High Shaman Lien at ( -1156, -533, 3341 ) /waypoint -1156, -533, 3341
- Speak with him so he opens the portal to Fina's Retreat in Great Divide
- Speak with again to finish the quest
