This NPC roams around the dock near the zone-in point for the Isle of Mara (Village of Shin). If you are tradeskill level 50 minimum, but still significantly lower in your adventure level she may not have the typical quest feather icon over her head alerting you to a quest. You can still hail her and take her quests though.
