Coltang is spawned in a small ring event at the given location. Simply clear the tigers around the totem until he spawns. It has been reported that he may spawn as a ^^ equal to your player level. If Coltang is not spawning, have a player with the quest do the killing (Coltang seems to spawn as a check based on if the person getting the kill of a tiger has the quest).
