Steps Edit

Once you are ready, inform Vishra as such and he will zone you into Scarstone Commander's Tent: Small Council .
Speak with either Lucan (evil aligned players) or Antonia (good aligned players).
Follow the dialogue between Antonia, Lucan, and Vishra.
Exit the command tent (click on the tent flap at ( 4365, -821, 402 ) /waypoint 4365, -821, 402 ).
Speak to Jorlak at ( 4297, -821, 397 ) /waypoint 4297, -821, 397 just outside of Scarstone to complete the quest.
