Improves the strength and stamina reductions found on the Deteriorate line of spells It also improves the casting speed of the spell and adds a crit bonus component.

Adds a small Crit Bonus reduction to Deteriorate. Reduces the casting speed by x seconds. Improves the stat reduction by y%.
