If Dukaris (on the second floor, opposite end from Dukarem) dies while Dukarem is still on the third floor, Dukarem "wins" - he cannot be knocked down to the second floor. You must protect Dukaris while "spawning" Dukarem.
Dukarem is unattackable while on the third floor balcony. From the second floor, climb one of the trellises on either side of Dukarem's balcony and flip the safety switch at the top (you must be off the trellis to activate the switch), opening the door on the opposite side. Climb the opposite trellis, go through the open door, find the barrel and move it behind/into Dukarem and light it. This will knock Dukarem down to the second floor and he will be attackable.
