Only reason to really live in Maj'Dul is if you're an Exile, you also get Call of Ro.

No. You can get Call of Ro without being an Exile. There's a quest to get it. Becoming a Citizen of Ro

Yes, if you live in Kelethin. The Call of Ro ability makes for a quick journey to Qeynos from Kelethin, since in Greater Faydark you have to run two full maps to get to Butcherblock Dock.

You don't need Call of Ro to shortcut from Kelethin to Qeynos anymore. There is a carpet in Kelethin that will take you to Sinking Sands. Then hop the next carpet to Qeynos Harbor. Voila!
