City npcs vs zone npcs

there are some cities which dont have their own zone, like kelethin and gorowyn. which is the correct zone to put their npcs into? i know that kelethin npcs category does exist for example but the placing of the npcs doesnt seem to be consistent. some are added to gf while some are added to kelethin itself -- Vraeth 12:12, November 9, 2009 (UTC)

Hmm good question ...

Since the since of the Overland zones get bigger and bigger since RoK it's prolly worth to split the NPCs in a addional way (apart from Faction and type)

In Moors of Ykesha all Npc's are under Moors of Ykesha but the zone has a few small villages. (Kylong Plains would be a other good example)

How about .. a new parameter called village ?

Like all NPCs are in the Zone X and in the zone in Village Y?

Village is at least a POI and ! has more then 2 buildings.

Category could be NPCs by Village.
