He's a relic seeker who will reward you with +500 Faction for the City of Thurgadin in exchange for each Cloudy Velium Jewel . These Jewels can be earned by participating in the Ring War or the Storm Gorge events, or by doing Quests that you can also pick up at the Harbor somewhere.
Once you have 40k Faction on one character you can also buy an Heirloom item to trade with your Alts, if you want them to get instant maximum Faction.
