She will not give the quest anywhere but at the location above. If you see her at the nest (even though she has a "feather") she will not give you the quest.

I found a raptor acting strange within the forests of the Withered Lands. It was acting as if it had lost one of its hatchlings. I am investigating to see if there is anything I can do to help.

The distressed withertalon matron appears to be searching frantically for something, it may have lost a hatchling... Should I help?
- Follow the matron to a nest at ( -1923, -586, -288 ) /waypoint -1923.25, -586.06, -288.18

It's a trap! The raptors set an ambush... Very Clever...
- Survive the ambush by defeating the ambushing raptors
NOTE:
Try not to crack the eggs in the nest until you kill the attackers. Cracking them will spawn baby raptors that
are not
aggro. You can spawn as many of these babies as you want as long as you don't crack all three eggs.
