This NPC popped somewhat after killing the first wave of mobs in the ring event that spawns
Lord J'Narus
. The second wave didn't spawn, so I went on a killing spree in the Citadel. It's possible he spawns after
everyone
in the citadel is dead.
(He spawned for me a few minutes after killing a first wave that didn't spawn a second wave, then vanished when I killed the next first wave, which spawned a second wave - KiruCaro.)
In any case, his only response to hails is a generic /hello emote, with no text. I have to assume he's quest-related, but the only info I can find searching on him is in the text of the book
From Below to Castle
