You must always be inside a home you own; you can not use it in homes owned by others under any circumstance. You can not use it in guild halls (though that happened briefly when it was "bugged")

As of 2014, there are two expanders that can expand the limit in a house.

Dimensional Pocket Expander , which is player made from a rather difficult to obtain recipe, and add 100 items.
Personal House Item Limit Expander (200) , which is also from the Marketplace , and adds 200 items.
