1. Within 20 minutes, destroy 5 crates of puppies to set them free. The crates are located in the districts of Freeport (e.g., Big Bend , Longshadow Alley , Scale Yard , etc}. There seems to be one cart per district.
2. Return to Gil McMartin for your reward.
