What does this information mean?

Steps Edit

1. Within 20 minutes, find a bucket of pig slop (a medium, wooden bucket filled with red liquid) in the districts of Freeport (e.g., Big Bend , Longshadow Alley , Scale Yard , etc}. There seems to be one bucket per district. All the buckets you need to contaminate look like a wooden bucket with two fish in them. They are found relatively close to the bells.
2. Within the next 20 minutes, spoil 5 buckets of fish (a small, wooden bucket filled with green fish) with the pig slop found in the districts of Freeport.
3. Return to Gil McMartin for your reward.
