Right click the disused manacles in your bags and concentrate on them to spawn Eiodolon of Heroism
Speak with Eidolon of Heroism to receive next quest.

Find the "pretender of the throne."
- Kill Queen Meacidaris in The Fractured Hive (Heroic) .
Use Disused Manacles in your inventory to summon Eiodolon of Heroism to complete the quest and receive the next one.
