Must be 75 to start.

Speak to Rosalina Goodfallow in Qeynos Harbor on the docks ( 943, -25, 26 ) /waypoint 943, -25, 26 .
Travel to North Qeynos .
Via the front doors of the castle, zone into Antonia Bayle's Chambers ( 494, 5, -20 ) /waypoint 494, 5, -20 .
Hail Antonia Bayle at ( 18, 0, 55 ) /waypoint 18, 0, 55 .
Finish the conversation to finish the quest (and get the next).
