Go to "the windiest and highest point in the Butcherblock Mountains . You should try to listen to the winds there." This is the Aviak platform near the ocean. Follow the path up the cliffs near the Highlands outpost; you will pass many aviaks on the way so be prepared. Speaking to a Voice on the Wind at ( 494, 325, -93 ) /waypoint 494, 325, -93 opens up the next quest in the series A Voice Of Another Kind .
