- You will need 5 carbonite clusters , 5 gold clusters , and 100 Basic Coal (costing 6c each, for a total cost of 6s , purchased from Fuel merchants) for the subquests you must finish before completing this quest.

- Talk to The Gigglegibber King ( 169, 11, -318 ) /waypoint 169, 11, -318 on the top level on top of the scaffolding.
- Talk to Lord Bowsprite ( 234, -16, -250 ) /waypoint 234, -16, -250 on the bottom level with the vaults.

again. He will tell you to talk to
Snoseniffer the Schemer

who will tell you to talk to 4 NPCs in the zone (all on the top level except for the blacksmith, who is on the bottom level across from Lord Bowsprite), each of whom will give you a quest. Complete all 4 to continue...
- Talk to a Gigglegibber ballot counter to receive the quest Gigglegibber Mayor . Just keep taking ballots out of the box until he gives you the quest.
- Talk to Imadeus Gigglegibber to receive the quest Gigglegibber Melodies
- Talk to a Gigglegibber blacksmith to receive the quest Making Coins
- Talk to a Gnomish inventor to receive the quest Subterranean Underwater Vessel

Now, on the bottom level, unlock the four vaults at ( 236, -16, -240 )

. This involves solving a puzzle each time and the correct answers (from left to right) are:
- 10
- 60
- 0
- 15
- Release Lord Bowsprite and talk to him
- Talk to The Gigglegibber King
- Return to Pinchy Presentpeeler in West Freeport or Qeynos Harbor .
