The warmonger is grouped with two Rockpaw guards , both level 14vv. To get to his ledge (if you don't want to simply shoot or cast at him from below), go all the way to the Upper Cavern. Behind the group of alabaster behemoths next to the big gnomish box is a little doorway. That tunnel leads down to the warmonger.
