• This recipe can only be purchased from the lone Goblin fuel merchant inside the crafting instance of The Icy Keep when you enter with the quest Frostfell Decoration Committee: Permafrost! . It can only be crafted and is used only during Frostfell to unlock A Merry Chest and loot the Festive Workbench .
