This NPC is a vendor inside of the Frostfell Decoration Committee: Permafrost! version of The Icy Keep . In addition to the Frostfell fuels, he also sells the recipes needed to craft a key and loot the year-round Frostfell stations The recipes:

• A Festive Key (Recipe)
