Kill fractured shardbones and bring 15 skulls back to Emissary Glochk ( 1125, 151, -1899 ) /waypoint 1125, 151, -1899 . If you head due southeast from Emissary Glochk , you will find plenty of fractured shardbones .
The lower level crumbling spurbones by Dreg's Landing work for this quest also.
