I could be wrong and all of the info could be up to date, but it seems like the process for citizens of the same alignment to move has changed since game updates last year. To my recollection it's as easy as talking to 2 NPCs now.

I'm currently doing the Gorowyn to Freeport move and will update that as I go. The Gorowyn to Freeport move is going to take longer than expected though, as the wiki, EQ2 Map mod, and even the in-game NPC all have the wrong locs for the Freeport NPC needed to finsih the quest.

If anyone has free time to double check the process for the good aligned cities that'd help a great deal. If anyone else has time to link the Change of Citizenship and Moving to XYZ City pages in a efficient and sensible way, that would help a lot too. The reason I suggest the latter: it's possible to have both quests in your journal at this time and I think it would be good to offer the info for the shorter questline.
