Steps Edit

Talk to Hwal Rucksif in The Keep of the Ardent Needle in Antonica .
Bring back the Dwarven Work Boots (received from the Heritage quest These Boots Were Made For... ) and hail Hwal again.

Note: these must not be the house item, they must be the wearable version.

If you sold your boots, you can buy a new pair from the Shady Swashbuckler XVIII on the Nektulos Forest docks for the same price you sold yours for.
